浅谈美国崛起的经济、制度和精神因素

[内容摘要]包含软硬国力和粘性国力在内的综合国力是大国崛起的根本要素。从历史上来看，从具有权力制衡意义的封建割据状态蜕变到专制主义阶段的民族国家，构成了近代以来资本主义大国崛起的历史起点。随后，粘性国力即制度创新的因素显示了重要性。美国崛起的秘诀在于，它既搭上了英国重商主义的经济快车，又在立国之后凭借其宪法的制定和实施而构建出一个茁壮的市民社会，从而调动了这个幅员广阔、资源丰富的国家的民智和民力，强化了它的硬国力；与此同时，美国的立国精神也从另一方面确保了其软性国力的成长以及在崛起过程中的相对顺利性。

On the Economic, Systemic and Spiritual Causes of America’s Rise
[Abstract]The overall national strength that includes hard, soft and adhesive powers is the fundamental base for the rise of a great power. From a historical perspective, the transition from a divided feudal polity to an absolute state was the point of departure for the rise of a capitalist country. Afterwards, the adhesive power, or systemic originality, came to the fore. The mystique for America’s rise as a great power is that, after taken a lift in the economic express of British mercantilism, it successful constructs a civil society by formulating a constitution after its independence, thus mobilizing its intellectual and physical resources of this vast and abundant country. At the mean time, America’s core values have also ensured the growth of its soft power and the relative smoothness of its rise.
